It is a real office with real hours — Monday to Thursday, 9:00 to 5:00; Friday, 9:00 to 4:00 — and the number at the top of this page rings on a desk in it rather than in a call center in another state.
That matters more here than it would in most of Texas. Harris County is where carrier appetite moves fastest: roof age, prior flood claims, and how far east the address sits will each move a house from one carrier's book to another's, and an independent agency is the only kind that can follow it. Three things that are true here and not statewide
These are the facts that make a Houston policy a Houston policy. None of them is a rate and none of them is our opinion — they come from TWIA, FEMA and the City, and they are the questions we ask before anything else.
- Wind is inside the policy — unless you are east of 146 Designated catastrophe area
- Houston sits outside the designated catastrophe area, so wind and hail stay inside the homeowners policy rather than moving to a separate windstorm policy. The carve-out runs east of State Highway 146 and names specific communities — Pasadena, Morgan's Point, Shoreacres, Seabrook and La Porte. Most Houston addresses are west of it, which means your wind and hail coverage is already in the homeowners policy and there is no second policy to buy. If yours is not, the windstorm page is the longer answer.
- Flood is never inside it CRS Class 5 — 25% off in the SFHA
- Houston holds a Class 5 rating in the NFIP Community Rating System, which is a 25 percent discount on the flood premium for property in the mapped Special Flood Hazard Area. The discount is real and automatic; the policy it applies to is one you have to actually buy, because no homeowners policy in Texas includes flood. Harvey made that point to about a hundred thousand households at once and a good share of them were outside the mapped floodplain. - HCAD's number is a tax valuation. Your dwelling limit should be what it would cost to rebuild the house today, which in a county that has absorbed this much construction cost inflation is routinely the larger figure. We check the two against each other at renewal because nobody else will.

Do I need windstorm insurance in Houston?
Usually not. The designated catastrophe area covers the fourteen first-tier coastal counties plus the slice of Harris County east of State Highway 146, and most of Houston sits west of that line — so wind and hail stay inside the homeowners policy. If your address is east of 146 the answer changes, which is a two-minute check rather than a guess.
Does my Houston homeowners policy cover flood?
No — no homeowners policy in Texas does. Flood is always a separate policy, through the NFIP or a private carrier. Houston is a Class 5 community in the NFIP Community Rating System, which discounts the flood premium by 25 percent for properties in the mapped Special Flood Hazard Area. Most people find that out from us rather than at closing.
Are you an independent agency or do you work for one carrier?
Independent. We are appointed with a number of carriers and we place the risk with whichever one fits it, which matters more in Harris County than in most of Texas because carrier appetite here changes with roof age, flood history and how far east the address sits.
Can you write my policy if I live outside Houston?
